David L. Howard

A senior executive and transformational leader with a broad range of experiences in both public and private sector industries such as transportation, smart innovation, technology, diversity, equity and inclusion, economic and real estate development, public policy strategy, and general operations. Served as the Associate Administrator of Policy & Governmental Affairs for the Federal Highway Administration, where he provided strategic direction, oversight, and management of four operational teams – Highway Policy Information, Transportation Policy Studies, International Programs & Legislative Affairs, and Policy Communication. Led the FHWA’s national Ladders of Opportunity programming, focusing on diversity, equity, and inclusion efforts.
